Decided messages doesn't contains all signers

Describe the bug

Once there is a quorum (3/4) of commit messages, decided message is constructed with the (3) signers of the message while the forth signer is not included.

To Reproduce

Happens on every consensus instance, except for the case of late commit message which was handled previously.

Expected behavior

All 4 commit messages (if applicable) should be included in the decided message
