Operator not receiving commit msgs/ decided msgs.

Describe the bug A group of 3 out of 4 operators were coming to consensus at instance X. Operators 1 + 2 received 3 commit msgs, reached quorum, decided and broadcasted a decided msg. Operator 3 didn't receive all 3 commit msgs or the decided msg. Operator 3 got stuck in instance X while operators 1+2 moved to X+1.

As they got stuck on difference instances they can no longer come to consensus.

Expected behavior Some mechanism by which we can prevent any operator being left behind
