Feature: AWS Secrets Manager

Requesting instantiation of AWS Secret Manager for linking purposes.

I don't think it's possible, or at least realistic, to have SST manage the secret's value, but it can manage the role/permissions. The actual managing of the secret can be done via the AWS console once SST creates the secret.
