ScpClient.OperationTimeout is not used

Pulled down the source today. Seems ScpClient.OperationTimeout is not wired up.

Bumped into this today while trying to download a file with the ScpClient from a device that was behaving badly. The download got hung and never timed out despite having a 5 second OperationTimeout. Any plans to address this?
