compile csgtool in windows

It would be nice to support the compile in VS2008/VS2010.

Has anyone compiled this in VS2010 or later?

I know it's been about 3 years, but I've started on a windows compile under VS2015, and it works so far in #63

:disappointed: Sorry for literally taking forever to even touch it.
