I have attempted to use this tool in windows, but the -image_path parameter seems to have no effect and the images are placed in /images regardless.

use this option(path to download media) -image_dir directory -marquee_dir directory -video_dir directory

"-image_path parameter" is just path in gamelist.xml. good luck!
