Debian package / systemd citizen improvements

Tracking the good work of @ahdinosaur in https://github.com/ssbc/go-ssb-room/pull/291. There are a few suggestions in there which definitely would improve the systemd / packaging workflow for maintainers going forward. Some of those ideas are breaking changes, so it would need some coordination. Unsure how to manage that right now.
