Localized anchor links

I think I recall once wanting to do bold and italic formatting inside localized strings, but it's a headache. Now I stumbled on the first need for a link <a href> inside some text, and that text may need to be localized. I don't think our localization system currently supports this, but it should.

I also ran into this in #126 with the link I use in the initial explanation, ended up doing it in two parts.
