Fix pucch test uci cfg

uci_data.cfg changed but never used. Instead, pucch_cfg->uci_cfg is passed to lib/src/phy/phch/pucch.c : encode_bits function in srsran_uci_cfg_total_ack call, so 0 bytes copied every time.
