A `flake-parts` module for running multiple processes in a dev shell

Instead of the more generic `proc-flake` call it using a more specialized name, like `procfile-flake`. Instead of a verbose `proc.groups.run.processes` option hierarchy use perhaps `procfiles.run.processes`.
