Flying Quest Gnome doesnt go to third convo file

The flying quest gnome should say "I think you can use that staff to make areas around our village magical" but he says "I already gave you my staff".

It should be that you "complete" quest 9 when you get the staff (which you get after he says "You know, I hear wizards..." which is in FlyingQuestComplete), and should then progress to StaffCollectionComplete which starts with "I think you can use..." but instead it stays in FlyingQuestComplete and says "I already..." which is the last statement.
