Closes #1283 by adding a TODOs badge to the README.

This PR adds a badge to the README which displays the number of TODO comments found in this repository's source code. Please see the linked issue for more info. Hopefully, the badge and corresponding index can help contributors be more aware of TODO comments worth returning to in the codebase. TODOs are often forgotten, but they don't have to be!

Thank you for considering this PR. I understand not all badges are suitable for every repository and respect any decision regarding merging vs not.
