Add timezone configuration

Hello! I love Halloy but can't quite use it as my 'daily driver' IRC client due to the timezone being incorrect on all timestamped messages.

I'm not sure how this is set (presumably via the server itself?), but it would be great to be able to configure the timestamp's timezone within the buffer.timestamp section of the config file.

The timestamp should reflect your machine's local timezone. If that's not happening for you, could you provide some details on your OS/DE?

I'm on Arch with Sway DM. I just checked my local timezone and realised that it was in fact wrong. 😊 It seems Sway had adjusted the time in the waybar clock but not on my local machine as a whole. How embarrassing!

It might still be a nice feature to have, being able to adjust timezone, but yeah this is a user-error situation. Thanks @andymandias.

I am not sure it make sense to be able to adjust timezone, i would like it to remain bound to the machine's local timezone. If it pops up again, we can re-evaluate this decision. For now i'll close this issue.
