Proposal: change default behaviour of "bugzoo bug build" to always attempt to rebuild

By default, BugZoo build will do nothing if a Docker image for the given bug (or tool) has already been installed. Unlike with Docker, it's the responsibility of the user to ensure that the image is rebuilt whenever any changes are made by using the --force option.
