OS downloads require EULA acceptance/captcha
It seems that in order to download the OS, it now requires you go through a captcha and agree to their EULA. It sets a cookie called DownloadAuthorizationToken
once you do that. Just setting that to a valid token doesn't work either; it looks like it uses that and some of the other cookies to do an integrity check. Unless that check passes, it doesn't let you download. I didn't dig too deep into this though, so it's possible I missed something that would let you get around it.
For example, if you try going directly to the file itself it gives a 403. But then if you go to the download page, click to download the OS, accept the EULA, and then try the first URL, you can download it.
Other than (illegally) mirroring the OS, the next best thing might be to just open the browser to the appropriate page and then tell them to download it.

If you have the actual calc you can just do a rom dump and run off of that
