When issuing or verifying a verifiable credential (and maybe verifiable presentation - https://github.com/w3c/vc-data-model/pull/787), if a termsOfUse property is encountered, we should probably abort processing, until we have a way for a user or agent to signify agreeing to some particular terms of use.
