Same problem. It appears on the qgis website, but inside qgis I can't find it.

You can still try to install it if you download and unzip to C:\Users<USERNAME>.qgis\python\plugins Though I couldn't get it to work in Qgis 1.8 and it won't work in 2.0 or above
