Document "mobile-first" approach to responsiveness and breakpoints

In open space, we discussed whether "mobile-first" was still the best way to approach responsive breakpoints. The overall conclusion was that yes, this is a good approach.

It was also pointed out that the breakpoints do not have to be device-based.
