`Add Starters` CodeLens/InlayHint in the Spring Boot's project pom

Add "Add Starters..." CodeLens/InlayHint in Spring Boot project's pom next to <dependencies> tag to to make add boot starters dependencies to project very visible and easily accessible. Adding starters is available only for OSS supported versions of boot and this needs to be taken into account.
