Register ZookeeperProperties in Bootstraper

Register ZookeeperProperties instead of in CuratorFactor.registerCurator here so we can properly resolve the properties. We need to use PropertyResolver to do so but that is not available in CuratorFactory since it is a class from Spring Cloud Config.
