Add OAuth2 support for config clients. Includes updates to the client documentation. Replaced deprecated Base64Utils in Template Factory. gh-2348

Thanks! This will take some time to be merged because we need to wait for a major release to put it into. I have added it to our planning doc to make sure we discuss it when it comes time for our next major.
