Selectable chime modes:

• Silent
• Chime only when not focused
• Chime

Chime effect can be selected as:

• Various sound effects
• Visual flash

Limit chime to 1 per 3 seconds to avoid annoyance when a flood of messages arrive.

Store global preference in client side cookie.
