Support BigQuery Storage Write API

From beam BigQuery documentation

Starting with version 2.36.0 of the Beam SDK for Java, you can use the BigQuery Storage Write API from the BigQueryIO connector.

Scio should also give users the possibility to use batch and streaming for BigQuery

@RustedBones -- did you writeup this issue because you intend to work on it? Or are hoping someone else does?If the latter -- I can take a look to understand potential scope of what level of effort/time required to implement, in order to determine whether able to commit to addressing.
