Create a cookiecutter for dh-virtualenv

It would help both new adapters plus other people converting existing repos to use dh-virtualenv if we would provide a cookiecutter template for it.

It's a good idea. You have also stdeb: https://pypi.python.org/pypi/stdeb I had the idea to add an option to generate a dh-virtualenv package instead of a standard package.

Something that takes an existing project and uses the PKG-INFO metadata to populate debian/control should be included, whatever the used tool for implementation is. Would make debianizing existing stuff child's play, and also require way less Debian know-how (i.e. support adoption).
