App Remote fails to connect unless Spotify app is already open.

Issue found on 06-22-19.

SDK Version: 0.7.0

OS Version: Android 9

Scope(s): App Remote.

Steps to reproduce:

1. Force close the Spotify App.
2. Call `SpotifyAppRemote::connect

Expected behaviour:

SpotifyAppRemote connects.

Actual behaviour:

App receives "SpotifyAppRemoteException: Result was not delivered on time." and fails to connect.

We did some more testing, and it seems to only be an issue on our budget testing device, a Moto e6 Play. On that device we can reproduce every time.

It's not a major issue, assuming it really is only on that one device, but we would like to know that for certain.

We're having this issue reported across other devices as well. Basically if the Spotify app is force closed at some point, and we try to connect again, then we have to wait 30 seconds for a timeout. We've seen it on the Moto e6 Play as well as Moto G Power.

We've had this issue open for over a month, any chance we could get some insight into what's going on?

same issue on samsung galaxy s9+. I noticed if i clear spotify app data in settings, then the connection gets established always almost immediately, doesnt matter if spotify is closed or open. But then later on, the issue resumes

It seems like the issue got resolved, after i updated the spotify app and sdk.
