I did a quick test but was not able to fix it by updating aif360 to the next versions, the package distutils was missing, so I tried to install `(pip)setuptools`...

that might be a good idea. Or we can keep it with python 3.10 only.

As it is more related to dev, might be ok to keep it here. But having a section in the official docs with common issues that users trying to run...

what is the build issue? Can you please share details about it? Plus, all other unrelated changes, IMHO, shouldn't happen.
