remove outdated static version from composer.json

At the moment the fixed version 1.70.0 is set in the composer.json, although the tags and releases are already at version 1.70.2. This causes some troubles in projects, as composer still assumes 1.70.0 would be the latest version.

The idea behind this change is to remove the version from the composer.json and rely entirely on the versions from the tags/releases
