Implementation of HTTP 103 (Early Hints)

Description

As RoadRunner supports Early Hints (HTTP 103), it would be nice to see it in Spiral-Framework as well. Maybe other Response codes than 103 could be implemented as well, as RoadRunner allows that as well.
