Simon from Beaver Builder here....

We have an issue open our end to clear spinups cache on layout publish, isnt in a released version yet. Unless you want to add our publish actions to your cache clear actions, up to you?

There are still issues.

When you make changes in Beaver Builder, the css and js files are deleted, then they are recreated when the next user visits that page. They are not recreated when you hit the cache clear button.

SpinupWP support:

Adding a page cache exclusion for the upload directory won't change things as SpinupWP doesn't store static assets (CSS, JS, etc) in the page cache. It's the references to those files in your HTML that are page cached, which is why manually purging the cache works.

Closing this as Beaver Builder added SpinupWP to their cache clearing tool back in version 2.4
