spinnaker Could not unlock pipeline

Issue Summary:

once a user lock pipeline and come back for disabling the lock by clicking on pipeline action an then unlock pipeline at that time its not allowing user to do so

Steps to Reproduce:

Go to pipeline configure then go to pipeline action select pipeline lock and come back again to pipeline action for disable lock by clicking on unlock of pipeline at that time its throwing an error Could not unlock pipeline. (Reason: The submitted pipeline is stale. submitted updateTs 16590726xx does not match stored updateTs 165907266xx)
