This PR aims to add loadbalancer module for Tencent cloud. Tencent cloud provider proposal is spinnaker/governance#79

Hey @zexiplus, just commented on your other PR, so I figured we could work through the issues on that one first and help you get better acquainted with several of Deck's newer coding conventions before we move on to working through this one. Let me know if it's more important that this PR get merged before the next release, and if so, we can start here instead.
