It should be possible to open Manage plugins dialog even without network connection

Currently, opening the Manage plugins dialog requires a network connection as we check if plugin updates are available. However, it should be possible to remove plugins even if the plugin repository is not available. The dialog should open in all cases and we could just disable the Update button if we cannot check for updates.
