Doesn't work in Weather feed

Bug Description

When I click the Weather widget on the taskbar, click the ... next to a story and then click "Manage interests", a message comes up saying that Search Deflector launch failed.

How to Reproduce

Steps to reproduce the behavior:

1. Go to the weather widget in the Windows taskbar
2. Click on the ... next to a story
3. Click "Manage interests"
4. See error

Expected Behavior

I wanted the appropriate page to open in Chrome.
