Some links in Windows Settings fail to open.

How to Reproduce

Query string: Click on any help link in Windows Settings

Steps to reproduce the behavior:

1. Open any settings panel in Windows Settings
2. Click on any link such as those listed under "Learn ..." and "Have a question?"

Weirdly some links works fine. Such as "Learn more about Windows HD Color" in Windows HD Color Settings and "Data Suppliers" in Offline Maps

Expected Behavior

Link to be opened in browser of preference.
