Integration example uses old scytale code

He had an issue opened in SPIRE asking to see the source code of a small helper utility that is used in the Envoy/JWT integration guide. Is this reference still accurate, and if so is the source code published somewhere?

Alternatively, we could try to port the guide over to use GitHub's Emissary, which I believe can accomplish the same thing.

We discussed this issue in the SIG-Community meeting on March 10, 2022. Making the source code available would require ongoing maintenance for compatibility that the team is hesitant to commit to and we'd also need to find the code. It was suggested that this tutorial be ported to use GitHub's Emissary. I'm setting this issue to help-wanted in hopes that a community member can do this work.
