Add contributors guidelines

As the project grows there are more and more contributions from the community. We need to define a CONTRIBUTING document that clearly establishes how to contribute with the maintenance of the website, documentation, and Pull Requests' best practices.

We may also want to set GitHub issue templates to make contributor's work easier.
