Remove hardcoded go Version in integration test docker files

Some of the embedded Dockerfiles used for integration tests have hard code Go versions. We should have the Go versions for these sourced from a single place.

List of files:

  • .github/tests/it/client/Dockerfile
  • .github/tests/it/go-server/Dockerfile
  • .github/tests/it/spiffe-helper/Dockerfile
