Request Official Status for charts in the SPIFFE repo

Once we refactor the chart to multiple root level charts we can request the official status for the charts that deploy the official spire components.

As we might have some other charts in the future we might not be able to request this for the entire repo.

Once we get towards multiple root level charts we can start requesting the official status for the charts like:

• [ ] spire-agent
• [ ] spiffe-csi-driver
• [ ] spiffe-oidc-discovery-provider
• [ ] spiffe-controller-manager
• [ ] …

Note: the requester of the official status can only be a artifacthub and helm-charts maintainer.
