All latest as of 03/20/2023.

Conda: 23.1 Miniforge: 22.11.1-4 Mamba: 1.3.1

Also fixed a bug in _update_conda(): -n base should be specified so that it takes effect in the conda installment in bazel repo

@sfc-gh-zpeng Can you split it into two pull requests? One with "-n base" fix, and another with version changes.
