Neo Block Condition: Owner URI

What would you like to see added to or changed in Neo, and why?

Neo offers condition to show a field based on the owner's entry type or section etc, but there isn't an option for the owner's URI.

This option does exist in Craft when adding a field to an entry, it'd be good if this was possible inside neo blocks too

I couldn't see a way to implement this behavior myself with events, let me know if I'm wrong!
