Need a contributing guide

For example, this repo has many branches; which branch should PRs be based on? The default branch appears to be 3.0 but maybe that's a release branch and only minor bugfixes should go there; should PRs target develop instead? Will PRs be merged first into develop and then a release branch like 3.0? Do you want a separate PR for each of the branches?

This should be clarified for in a guide for contributors.
