Please allow Tor users to access Electrum docs

The docs page is not accessible from Tor. Cloudflare captcha is broken (again) and it resets session every time it gets solved. Also, even if we pass the captcha, the docs page will be loaded incorrectly.

I've just realized that you have no control over it because it is hosted on readthedocs. I am forwarding this to them now, but not closing this ticket myself in order to bring your attention to the issue, because it's severe.
