Move 'level' specification of calcs into 'dtype_out_vert'

The 'level' option enables the user to specify (for pressure-interpolated data) output of a single vertical level. This is just one particular kind of vertical reduction. So it shouldn't have it's own kwarg; it should be handled within dtype_out_vert.
