Admins can't see streams in projects

Expected Behaviour

When an admin looks at a project, the steam list should appear

Actual Behaviour

If the admin is not part of the project, the project steam list is empty.

sign in as admin, and look at a project

Isn't that an expected behaviour (i.e. Anyone should be part of the project to see its related list of streams)?
