Add an optional field "character range" in Snippets

Discussed on 2020-11-03 tech team call. Agreed to add an optional field "character range" in Snippets. Programming languages such as Java and Python uses a character position when parsing a text file. This field allows tool developers to fill in the values in Snippets easily.
