Reverse order of Annex J

Currently the way Annex J is ordered every time we release a new version we will have to re-number every section on that page. If we reverse the order so that it is oldest to newest then we can append new versions without having to re-number every section.

Not sure I agree - people looking at the spec will be most interested in the changes in the most recent version which is currently at the top.

@kestewart - I'll leave the final decision on this up to you - if you think it's best to renumber, please feel free to create a PR after I finish documenting the 3.0 changes.
