Stable Semantics over Oprimization of Representation?

In the 2024-10-15 tech meeting a notion of sequencing actions came up.

Maybe "nailing down the semantics of an SBOM's content" comes before "decreasing verbosity of an SBOM's content". Optimizing SBOM size is important, but when does that optimization becomes the active action item?

Note that the specific topic under discussion was decision to use relationships for licenses rather than properties.
