meetings Operations add notes and presentation

Added meeting notes for 2024-12-06 and 2025-04-11. Other meetings in the meantime did not have meeting notes.

Also added the slides from the Operations Profile pitch presentation.

@umm0 What is the included PowerPoint slides file?

Was it part of a meeting? If yes, it should be associated with one. If not, it should not be in this repo. Probably https://github.com/spdx/outreach would be a better place for it.

For example, if the PowerPoint file is from 2025-04-11 meeting, it should be named operations/2025/2025-04-11-XXXX.pptx

The PowerPoint was used for the initial pitches for the Operations profile and the discussion, whether this should be a dedicated workgroup. I can't really remember, when we first used it.

@umm0 AFAIR we used the slides in the SPDX tech team meeting on 2024-06-18 to present our profile

Thank you @mkurzman. According to https://github.com/spdx/meetings/blob/main/tech/2024/2024-06-25.md it was on June 23 (I think we moved the session short-term). I renamed the presentation to "/2024/2024-06-25_Operations_Profile_Tech_Team_presentation.pptx". I think it makes sense to keep it in the operations folder for context rather than moving it to tech.
