Hyperlink target is broken if section title contains quotes

This is because of an interference with sphinx.transforms.SphinxSmartQuotes.

I've asked about this on the Sphinx mailing list, but got no answer: https://groups.google.com/forum/#!topic/sphinx-dev/_LB7mJPosIo

If anybody has an idea how to fix this, please speak up!
