Add MAS admin API support

Add support for the MAS admin API as documented in their official documentation at https://element-hq.github.io/matrix-authentication-service/topics/admin-api.html

Public and Internal support just like exists for the Synapse Admin API would be optimal due to that bots want access to the API just as much as Outside access is desirable.
